Job Description:
16+ years of experience. Organizes, directs, and manages contract operation support functions, involving multiple, complex, and inter- related project tasks.

The District of Columbia, Department of Motor Vehicles (DMV) operates a Motor Vehicle Information System (DESTINY) to support Driver License issuance, vehicle registration and titling, inspection, insurance, medical, parking permits, tickets and other DMV related functions. DMV is looking for a consultant who would work towards a next generation Motor Vehicle application to replace the existing DMV Information System. The consultant is required to:

a)Create an e-architecture with emerging business solution and business processes.

b)Conceptualize and experiment with alternative business approaches.

c)Develop and Create service oriented components and interface specifications to enhance the capabilities of current DESTINY application.

d)New business process with industry proven software design patterns to the existing application with numerous revisions, and expansions.

The job requires customer and stakeholder interaction to determine business requirements, documentation of existing modules and new enhancements with business rule changes, extensive testing unit, stress and regression, quality assurance, and deployment.
The position requires an in-depth knowledge in CICS-COBOL-DB2, a sound knowledge in PowerBuilder, ASP, .NET, Web Services, experience with External Batch and Online Interfaces with DB2 database. The job requires a technical hands on resource who would need to perform extensive analysis before new or changed elements are introduced because of the size and complexity of the system. The resource is expected to work with customers and team members to elicit requirements, validate understanding with customers, interpret and design business requirements into writing technical specifications, business re-engineering, high and low level design, test the application, and implement with minimal coaching, perform technical analysis, technical design, unit testing, and deployment. The resource is also expected to:

a)monitor the interfaces to ensure it is based on the current business rule and policies,

b)meet deadlines, while effectively managing priorities and communicating progress,

c)participate in specification reviews throughout software life cycle,

d)analyze dependencies between development projects,

e)support QA activities by participating in test plan reviews,

f)attend triage meetings and

g)provide production support once the new system is deployed.

CONTRACT JOB DESCRIPTION
Responsibilities:
1. Organizes, directs, and manages contract operation support functions, involving multiple, complex, and inter- related project tasks.
2. Manages teams of contract Support Personnel at multiple locations.
3. Maintains and manages the client interface at the senior levels of the client organization.
4. Meets with customer and contractor personnel to formulate and review task plans and deliverable items. Ensures conformance with program task schedules and costs.

Minimum Education/Certification Requirements:
Bachelors degree in Information Technology or related field or equivalent experience.
